๐๏ธ Cleveland Housing & Policy Update | December 2025
๐ Federal Policy Shift Puts Hundreds of Cuyahoga County Households at Risk
Major changes from the U.S. Department of Housing and Urban Development (HUD) could significantly reduce permanent housing availability for people experiencing homelessness in Cuyahoga County.

๐ Whatโs Changing
HUD funding is increasing from $3.6B โ $3.9B, but the agency is shifting priority to transitional housing, limiting support for permanent housing.
HUD argues that โhousing firstโ encourages dependency and doesnโt address root causes such as addiction or mental illness.
Local advocates strongly disagree, warning that transitional housing adds barriers like mandatory drug screening, curfews, and time limits.

๐จ Immediate Local Impact
More than 2,000 Cuyahoga County households could lose access to permanent housing programs.
EDEN, which served ~2,700 households last year with $51M in funding, expects to serve only 500โ600 households moving forward.
Only 30% of Continuum of Care (CoC) funding will now go toward permanent housing (down from 90%).
๐ง Why Permanent Housing Matters
Local organizations report strong outcomes when people have stable housing:
โPeople donโt heal from the sidewalk. People heal from their own house.โ
โ Chris Knestrick, NEOCH

๐ง Additional Pressure on Local Programs
Clevelandโs A Home for Every Neighbor program provides 12 months of housing for nearly 200 individuals.
About 90 participants are ready to transition into EDENโs permanent housing โ but these slots may vanish due to the federal shift.

๐งญ Insiderโs Insight | Housing & Policy Update (Dec 2025)
๐ HUD Shift Puts Hundreds of Local Households at Risk
Federal HUD policy changes are pulling support away from permanent housing and pushing transitional programs with stricter requirements. While national funding rises to $3.9B, only 30% will now support permanent solutions โ down from 90%.
Local Impact:
2,000+ Cuyahoga County households could lose permanent housing support.
EDEN expects to drop from serving 2,700 โ 500โ600 households.
Clevelandโs A Home for Every Neighbor program may face bottlenecks for participants ready to transition.
Local advocates stress: โPeople heal from their own house โ not the sidewalk.โ
