Hough developments fall into place
Clevelandโs Hough neighborhood celebrated the groundbreaking of its latest residential development just last week. However, several projects which got underway earlier this year have seen major construction progress into the autumn season.
The areaโs two most prominent developments are located along Chester Avenue, bringing housing and neighborhood resources within a five-minute walk of 24-hour transit service along the Greater Cleveland Regional Transit Authorityโs (GCRTA) HealthLine corridor.

Lakefront construction bid meetings start this week as updated plans are released
Today, the City of Cleveland released updated, post-stadium lakefront plans. On Wednesday, the city is hosting a pre-bid meeting where construction companies and other potential vendors can get information on building the first big pieces of the lakefrontโs redevelopment.
The plans released today show what would be built before and after the 1999-built Huntington Bank Field is demolished by 2032 in favor of a new, covered Huntington Bank Field now under construction in suburban Brook Park.

West Boulevard-area developments progress
Compared to other west-side hotspots, Clevelandโs Cudell and West Boulevard neighborhoods have been relatively quiet on the development front. Yet, four construction projects currently underway seem to be fueling a mini building boom.
Directly west of the Greater Cleveland Regional Transit Authorityโs (GCRTA) West Blvd-Cudell rapid transit station, construction has topped at Depot on Detroit. The $20 million transit oriented development (TOD) by Indianapolis-based Flaherty & Collins Development LLC replaces a vacated GCRTA-owned parking lot at 10300 Detroit Ave.

๐ Mortgage Rates Dip to 7.32 Percent, a Small Break from the Climb

Freddie Mac reported that the 30 year fixed rate averaged 7.32 percent on October 22, 2026. That is down from 7.40 percent last week and above the 6.19 percent average from a year ago. The 15 year rate dipped to 6.68 percent from 6.71 percent, against 5.44 percent a year ago.
Freddie Mac Chief Economist Sam Khater said the decline offers โsome relief to prospective homebuyers.โ The drop is small. On a typical Cleveland home at Zillowโs $251,602 value with 20 percent down, the monthly principal and interest payment falls by about $11, to roughly $1,383. A year ago, at 6.19 percent, the same loan cost roughly $1,231, so the payment is still about $151 higher.
๐ This weekโs rates
30 year: 7.32 percent (last week 7.40, year ago 6.19), up 113 basis points over twelve months
15 year: 6.68 percent (last week 6.71, year ago 5.44), up 124 basis points over twelve months
Freddie Macโs survey tracks conventional loans for borrowers putting 20 percent down with excellent credit. Buyers with lower down payments or credit scores may see higher quotes.
๐ Investor Takeaway
One weekly dip is not a trend. Rates remain more than a full point above last year, so financed deals should still be underwritten with room to spare, such as 7.50 percent or higher. If you were waiting for a break, treat this one as a reason to get quotes, since small moves can still matter on larger loans.
๐๏ธ Gateway66 Breaks Ground With 80 Mixed Income Homes in Hough

Cleveland based Frontline Development Group and Columbus based Woda Cooper Companies broke ground on October 20 on Gateway66, a $27.9 million, two building development on both sides of East 66th Street, just north of League Park in Hough. The project will deliver 80 apartments: 76 units designated for various income brackets and 4 market rate units. The mix is 56 one bedroom and 24 two bedroom apartments.
Frontline is a Black woman owned firm led by Sheila M. Wright and Angela Thi Bennett. Mayor Justin Bibb attended the ceremony and called it part of the cityโs plan to build housing, jobs, and opportunity in every neighborhood.
๐ How it came together
2025: current design unveiled with a $3 million investment from University Hospitals
July 2026: the Port of Cleveland approved a capital lease and up to $25 million in taxable revenue bond.
The project is a core piece of Allen Estates, Frontlineโs larger vision for the East 66th Street corridor. Frontline broke ground on several Allen Estates infill homes in late 2020, but work sat dormant for years. A NEOtrans correspondent confirmed construction resumed on one home this summer. Woda Cooper previously joined Frontline on Gordon Crossing.
๐ Investor Takeaway
Gateway66 fills vacant lots with new rental homes and adds to a corridor that already has street improvements, hospital backing, and a nearby recent opening in Gordon Crossing. For nearby investors, the project signals public and institutional commitment to the East 66th area. Allen Estates has stalled before, so watch whether construction pace holds and whether more phases follow before pricing that in.
